Chest-high wall sockets?

Why in the world are these wall sockets so high? 

One idea I had was that it was designed for standing desk but this is a conference room. Another idea was they reduced bending over or stooping to plug things in near the floor. Another idea I had was that to make cables running along the floor more conspicuous than if they laid flat on the ground. Makes me think of the motivations behind the MagSafe magnetic plug that detaches with force instead of yanking the whole machine.
Any ideas?

great blog man. and these chest-high sockets are obviously for one thing--so you don't have to bend over as much to stick your tongue in the outlet.

Is it easier for someone in a wheelchair to reach? Did the engineers meet a technical obstacle with putting them in the normal spot and create a workaround?

I got nothing, your guesses seem plausible.

Back in the old days, the coolest thing was haveing a video cart in a conference room. This was a TV & VCR on a high cart. Then you can play tapes for everyone in the conference room.

My guess is the high sockets were for the TV and VCR. Very 80's.
